Diane Wroe has lived in Baker Valley almost her entire life. She is a mother to 2 and a favorite aunt to 12 nieces and nephews. She has worked in the health care field for more than 10 years. She worked in home health for 9 years before joining NEON.
She loves being part of an organization with such a deep community interest, and is happy to be involved with bettering our community’s physical, emotional and fiscal situation.

Vixen Radford is Covering Kids and Families Wallowa County Outreach/Enrollment specialist. She is here to help you and/or your family with any questions you have regarding health care. She is also here to help you with applications for Healthy Kids, Hospital Charity Care, prescription assistance, and helping you find assistance for other health issues.
Vixen was born and raised in Wallowa County, and only left for a short time to get her Associate’s degree. She worked for a while in Union County, and then returned to her home county to establish her business raising and training horses as well as giving lessons. This is where she learned that she loved to help people and in helping started working in the area of kids and families.
She has worked for the Wallowa County Boys & Girls Club as program director, Wallowa Valley Together Project in the traffic safety program and Community Connection as an Energy Assistance intake worker. All of these positions have given her the opportunity to learn more about her community and how she can help our families. Having the job with NEON for Wallowa County and serving our families has been such a joy for her.
As a mother of a 10 year old son and a 7 year old daughter, she knows the challenges many families face. She knows the issues that Wallowa County families face raising a family and being a working parent in our area. This county and the people here are her pride and where she calls home! She wants to help all people feel like they can live happily in Wallowa County while taking care of themselves or their families!

Katie’s goal as an outreach specialist is to help all members of Baker, Union & Wallowa Counties gain access to healthcare, prescription assistance programs, connect to local community resources, fill out applications, and answer any questions. Our organization works with many different programs and organizations to help our community members. She is here to help in any way that she can.
Professional Interests: Researching new programs to help the community, as well as finding more local, state, and national resources for the community. She enjoys helping community members find information or programs to help them with managing their health.
Personal Interests: Reading, horseback riding, spending time with family, cooking & baking, gardening, learning something new
Social Marketer

Jessica is CKFNEO’s Social Marketer. Some of her work has included doing research like key informant interviews, phone surveys, focus groups, background research and trying to figure out how we can increase healthcare access to children and adults in Wallowa, Union and Baker counties.
She has lived in Eastern Oregon pretty much her whole life. She enjoys what the rural area has to offer including access to fishing, waterskiing, hiking and camping. She is also an avid golfer and played college golf for two years. She has a wonderful husband and family and enjoys spending time with them. She also enjoys cooking, baking, painting and watching movies.

Most of Pepper’s work has been in emergency services. She began in Search and Rescue as a tracker and Search Manager, moved into the fire service with both structure and wild land fire fighting and finally into the Emergency Medical Service. She served many years as an EMT-Paramedic on advanced life support ambulances, was active in EMS education, state level EMS testing and in local volunteer fire departments as a firefighter and EMS Coordinator. The last 5 years of her EMS career she worked as a paramedic tech in Rogue Valley Medical Center’s Emergency Department.

She began with NEON as an Outreach and Enrollment Specialist and as the program grew in scope and staff she moved first to Lead Outreach and in Jan of 2010 into the position of Program Coordinator. She is proud to be involved with an organization and a team that demonstrates such a high level of commitment and service to the health and wellbeing of the community.
